Labor/Management Meeting

Minutes

February 17, 2004

Present: Dean Stenehjem, Craig Meador, Dee Amundsen, Mary Sarate, Renee Corso, Don Barber, Bonda Albers, Tina Corey, Shelley McCloud, Jim Eccles, Willie Pride, Lori Pulliam, Michael Hooks, and Janet Merz (recording secretary).

1.       Labor Committee Members to Establish Policy (Bonda Albers).

Bonda reported that Shelley McCloud and Bonnie Christensen will be on the committee to establish an emergency weather policy.  Dean stated that Renee would be on the committee as well.  Don stated that this item was discussed in the pre-meet and the teachers did not need representation on this committee.

2.   Bid System (Dean Stenehjem)

Dean asked if there was any further discussion that needed to take place.  Don asked if this issue was taken care of for the year.  Renee said that as of yesterday, two employees (Jim Eccles and John Lay) had decided to switch positions.  Jim stated that at last Thursday’s Union meeting people asked if the latest bid should be rolled back and Watson should be closed.  Jim felt that administration’s opinion was that there may be an influx of students so there would be no sense in closing Watson and then reopening it again.  Dean stated that he feels there is potential for incoming students as there are several students in the ESD 123 area who are not receiving services (one teacher is no longer working and the other will be leaving soon or has already left).  Dean reported that he and Dee presented at an OSPI sponsored Special Education Director’s meeting at SeaTac and all were very attentive.  Dean feels that part of the decline in enrollment is due to the economy and the fact that school districts lose approximately $8,000 per student when they attend WSSB and also due to some of the bad press that WSD has received.

3.   Miscellaneous

*      Bonda reported that Tarisa sent out an e-mail on Thursday and most of the residential staff were not here.  The e-mail referenced leave and the non-student day on Friday.  Renee said that Thursday is the day in question and that staff either need to put in leave for that day or work the full shift.  Renee said that Tarisa was going to try to call people at home on Thursday.  Dean suggested providing an adjustment due to the late notice.  Dean reported that it will be very important for next year’s calendars to reflect explicit hours and days for people’s shifts.  Lori stated she heard that next year’s calendar was in draft form.  Craig and Renee both have copies and will be presenting the draft to their staff.

*      Dean stated that he has heard that there are bills in legislation regarding WSD and found 3032 and 1971.  Both Don and Dean stated that they will follow up on the bills and thought there were 4 out there.

*      Lori said that after last Thursday’s union meeting she expected to discuss what happened but was told at the WSFE pre-meet that it needs to be discussed internally within the union.

*      Dean reported that he received good news from OFM regarding our proposal for Kennedy.  OFM will be recommending our proposal to legislation to replace Kennedy.  It is our hope to relocate the track to the center of campus for better visibility.  The new gym would be located where the current track is and would have a public and school only entrance with parking and landscaping located where the current building is.   Sherman Auditorium will also be remodeled this summer (stage, lighting, etc.).  Lori asked if the gym and track will be available for summer programs.  Dean said yes.  Dean said that the courtyard north of the library will also be finished off as well as the covered play area which will be incorporated with the current play area.  Rob reported that the Ahlstein remodel will be occurring soon and the lease agreement with the Vancouver Police Department is almost complete.  Lori asked where the police officers will be parking.  Dean said a parking lot will be constructed north of Ahlstein and also we have requested that 8-10 cars be parked along 13th Street for visibility.  Dean said it is his hope that the police department will be moved in by August 30th.  Rob reported that new boilers will be placed in the Irwin basement, a new mezzanine will be built in the warehouse and a rewire of our electricity source will be installed for back-up.

The meeting adjourned at 2:10 p.m.  The next meeting is scheduled to take place on Tuesday, March 16, 2004 at 1:30 p.m. (WSFE to meet at 1:00 p.m.)
